July 2021 Tridel Development Update

RE: PROPOSED development AT HUMBERVIEW MOTORS SITE

TOCA applied for and received party status in May 2021 to be part of the Ontario Land Tribunal (“OLT”) hearing for the proposed development by Tridel of 3100-3200 Bloor Street West (the former site of Humberview Motors) and 4-8 Montgomery Road. The hearing is scheduled for two weeks beginning at the end of May 2022 We have a representative from the TOCA board, Ingrid van Weert, that will attend these meetings on behalf of our members and make representations. We are looking for people to work with Ms. van Weert to prepare for the hearing. If you are interested in being involved, please contact us at the email below.

The City of Toronto’s Community Planning department has previously indicated that they have serious concerns about what Tridel is proposing. On June 4, 2021 the department issued a Request for Direction Report. That report “recommends that City Council direct the City Solicitor, together with appropriate City staff, to oppose the current proposal at the Ontario Land Tribunal (OLT) and continue discussions with the Applicant to resolve outstanding issues.”

The first step towards implementing Planning’s recommendation was a meeting and a vote by the local Toronto Ward Council. On June 22, 2021, the Etobicoke York Community Council (EYCC) met on the proposed development to discuss and vote on the City Solicitor’s request. Councillor Mark Grimes chaired the EYCC meeting, and it voted to support the recommendation made in the Request for Directions Report.

City Council now has to vote on Planning’s recommendation and will do so this month.

In a letter dated June 23, 2021, the applicant (Tridel) formally requested a Tribunal- assisted mediation at the first available opportunity. Mediation is not a formal hearing. It permits the parties to gather on a without prejudice basis to try to reach agreement on some or all of the issues, with a representative of OLT guiding them. It is very likely that OLT will agree and schedule a mediation prior to the formal OLT hearing.
