
Neighbourhood News – June 2026
April showers bring May flowers, and in June we get to enjoy them. The TOCA neighbourhood is brilliant with the vibrancy of Spring flowers right now. Get out and enjoy the colours, the birds and the bees!

Social Events Updates
A huge THANK YOU to all the TOCA residents who came out to the first TOCA 2026 “Mix and Mingle” event and those who participated in this year’s Mimico Creek Clean up. And also another huge THANK YOU to the many partners who supported us at both events.
Thanks to those who came out for our first TOCA “Meet and Greet” March 26th

It was an intrepid group of TOCA residents who braved the wind and rain and cold to attend TOCA’s Meet and Mingle at the Bull March 26th. Snacks were eaten, drinks were drunk, neighbours met neighbours, and laughter filled conversations ensued.
Thanks to the Crooked Cue, Henry the VIII’s and The Canadiana for providing gift certificates and prizes.
Thanks to all the hardy TOCA residents (and some volunteers from outside the neighbourhood) who came out May 9th for the 2026 Annual Creek Clean up. A whopping ten extra-large bags of garbage were collected. It was a great way to bring neighbours together, strengthen community spirit, and make a visible positive impact in our area.
Special shout outs to Amber Morley’s office for their event promotion support; to our local Tim Horton’s and Second Cup, for their much appreciated coffee and snacks; and to the Toronto and Region Conservation Authority for supplying required gloves, garbage bags and garbage picks.
TOCA hopes to build on these partnerships, and with other local groups and businesses, in the future

Development Update

1. 2915 Bloor Street West
The development application for 2915, 2917, 2939, 2941, and 2943 Bloor Street West, a 29-storey residential tower (approx. 92.85 metres plus a mechanical penthouse), with a 7-storey mixed-use podium, is currently under appeal at the Ontario Land Tribunal (OLT).
The applicant, 2915-2943 Bloor Street West Developments Ltd., appealed the application on February 13, 2026, citing the City of Toronto’s failure to decide within the required timeframe.
Current Project Status
- OLT Proceedings: A Case Management Conference at the OLT was held on April 28, 2026. TOCA submitted a Participant Statement and attended. Procedural deferral to June 23, 2026, to give the City time to formally proceed. Very brief discussions appeared to suggest both the City and the Applicant are open to OLT mediation.
- Update on Deferral – June 23rd cancelled“A new date has not been scheduled at this time. The Parties are directed to provide an update to the Tribunal by August 7, 2026, at which time the Tribunal will schedule the appropriate event.”
- City Opposition: On April 29, 2026, the Etobicoke York Community Council recommended that City Council formally oppose the application at the OLT hearing in its current form. City Council is expected to consider this recommendation at its upcoming meeting from May 20–22, 2026.
- Planning Recommendation: City Planning staff (and Councillor Amber Morley) have recommended opposition, arguing the 29-storey height does not fit the “Avenue” context of Bloor Street West in the Kingsway and constitutes over-development.
Background & Local Context
This proposal replaces a previous settlement that had been accepted by the City in 2021 for a seven-storey building on the smaller site. Local groups, including, TOCA, Sunnylea Kingsway Community Association (SKCA), and Kingsway Park Ratepayers Inc. (KPRI), are strongly opposed to the new 29-storey tower, citing violations of the historical character and zoning of the Kingsway shopping district.
2. 3100 Bloor Street West

The development application for 3100-3200 Bloor Street West and 4-8 Montgomery Road, a 7-storey mixed-use podium at Bloor and Montgomery, transitioning to a 16-storey residential tower overlooking Mimico creek, is in the pre-construction phase following final zoning approvals. The project has moved from a lengthy legal appeal process to technical implementation.
Current Project Status
- Holding Removal: In January 2025, the City of Toronto enacted By-law 38-2025(PLN), which formally removed the “Holding” symbol from the site’s zoning. This was a critical step allowing the developer to move forward with physical construction.
- OLT Settlement: The project was previously settled through Ontario Land Tribunal (OLT) mediation. A final settlement between the developer, Tridel, and the City was approved based on revised plans that addressed initial city and community concerns.
- Current Activity:Tridel has indicated that, due to the bad marketplace for condos, no decision has been made as to when development will start. The three houses on Montgomery across purchased by Tridel are all now empty and slated for demolition this summer of 2026.
Background & Local Context
This proposal developed after considerable opposition from TOCA, KPRI and residents along Montgomery, to an earlier much higher and denser proposal.
3. 69 OLD MILL TERRACE
The development application for 69 Old Mill Terrace, a 39-storey residential tower (approx. 135.79 metres), is in the active review and public consultation phase. Following the formal submission in late 2025, the city recently held a virtual community meeting on February 11, 2026, to discuss the proposal and gather public feedback.
Current Project Status
- Active Review: City Planning staff are currently evaluating the Zoning By- law Amendment (File No: 25 256564 WET 03 OZ) and Site Plan Control (File No: 25 256546 WET 03 SA) applications.
- Recent Consultation: A virtual community consultation was held in February 2026. Residents have since been coordinating with Ward 3 Councillor Amber Morley to voice concerns.
